Byabakama Warns Candidates, RDCs Over Campaign Violations

Electoral Commission Chairperson Justice Simon Byabakama has cautioned candidates and Resident District Commissioners (RDCs) against violating campaign guidelines ahead of the 2026 general elections.

Speaking to the media after a meeting with agents of various candidates, Byabakama said the Commission, together with security agencies, is holding regular interactive sessions to review campaign progress across the country.

He noted that while campaigns are generally moving smoothly, some candidates continue to flout regulations by holding illegal processions, campaigning along public roads and markets, and failing to appear at designated venues on time.

“We clearly stated in the guidelines that campaigns must conform to the agreed program. Candidates should stop holding processions and roadside rallies. This must stop,” Byabakama warned.

He added that the Uganda Police Force had expressed restraint in enforcing compliance but would take stronger action if candidates continued to disregard the law.

Byabakama also criticized reports that some RDCs were blocking candidates from accessing approved venues. He said such actions were unlawful and undermined the country’s democratic framework.

“I’m going to take up this matter with the Minister for the Presidency because RDCs are not supposed to frustrate a lawful process. Every candidate who has harmonized their campaign program is free to campaign anywhere in the country,” he said.

The EC chair urged agents to guide their candidates to act within the law and called for continued cooperation between parties, security, and the Commission to ensure peaceful campaigns.
