Lawyer and parliamentary aspirant Ivan Bwowe has petitioned the Electoral Commission (EC), seeking to have seven other candidates disqualified from the Nakawa West parliamentary race and to be declared the winner unopposed.
In his petition dated November 6, 2025, Bwowe argues that the seven candidates including Leader of Opposition in Parliament Joel Ssenyonyi, journalist Miles Rwamiti, and former Resident City Commissioner Herbert Anderson were wrongly nominated for a non-existent constituency.
Bwowe contends that while he was duly nominated for “Nakawa Division West Constituency,” the other aspirants filed their papers for “Nakawa West,” a name he says is not legally recognized or gazetted by the Electoral Commission for the 2025–2026 electoral cycle.

“The nominations of the respondents are null and void ab initio because they applied to contest in an electoral area not provided for under the law,” Bwowe stated in his sworn affidavit.
He attached copies of official electoral maps, voter information, and certified nomination forms, arguing that the EC’s own gazetted list recognizes only Nakawa Division West as a valid constituency. He also noted that one of the respondents is not even a registered voter in Nakawa Division West.
Bwowe now wants the Commission to declare that the seat known as “Nakawa West” does not exist, to nullify all nominations under that name, and to recognize him as the only validly nominated candidate for Nakawa Division West Constituency.
If granted, the declaration would make Bwowe the area’s Member of Parliament-elect under Section 19(1) of the Parliamentary Elections Act, 2005, which provides for unopposed election in cases where only one valid candidate is nominated.
The Electoral Commission has acknowledged receipt of the petition and is expected to review the matter.
