The Town Clerk of Gombe Town Council, Idris Walugembe, has been remanded to prison after pleading guilty to charges of forgery at the Butambala Chief Magistrates Court. He will be sentenced on August 6, 2025.
Walugembe was arraigned on Friday following investigations by the State House Anti-Corruption Unit (SHACU), working in partnership with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

According to prosecution, while serving as Secretary of the Butambala District Service Commission (DSC) in 2022, Walugembe, together with accomplices still at large, altered official job application records. The changes allegedly facilitated the illegal inclusion of Abbas Musoke, an unqualified applicant, in the shortlist for the position of Inspector of Schools.
Investigators further revealed that Walugembe had previously been suspended from his role as DSC Secretary for sabotaging recruitment processes, including leaking confidential DSC minutes on social media.
The court adjourned the case to allow for sentencing next month, as efforts to apprehend his co-conspirators continue.
