Four senior Butambala District officials have been charged and remanded to prison over the alleged theft of fuel worth UGX 431 million, meant for road works under the UGX 1 billion Road Maintenance Grant.
The accused, who appeared before the Butambala Chief Magistrate’s Court, include Naigembe Jesica, the Acting District Engineer; Wandera Joseph, Chief Financial Officer; Muwaga Fred, District Internal Auditor; and Kizito Charles Mukalazi, a driver with Butambala District Local Government. They were charged with Theft of Fuel and Conspiracy to Defraud.

Prosecution told the court that between June and April 2024, during the Financial Year 2023/2024, the accused conspired with Kayinga Geoffrey, the Acting District Water Officer who is currently on the run to misappropriate 80,000.86 litres of fuel allocated for road works across the district.
Investigations by the State House Anti-Corruption Unit, in collaboration with CID and the Office of the Director of Public Prosecutions (ODPP), revealed that the two engineers Naigembe and Kayinga allegedly inflated fuel requirements for various road projects. They would then draw the excess fuel irregularly or issue it to private individuals, well outside the approved road works.
To cover up the fraud, the engineers reportedly connived with fuel station managers to falsify accountability documents, purporting that the fuel had been issued to drivers under the district works department. However, drivers denied ever receiving the said fuel.
Further inquiries revealed that Wandera and Muwaga, the Chief Financial Officer and District Internal Auditor respectively, deliberately failed to supervise the engineers who were entrusted with the grant. Evidence also shows that both officials personally benefited by irregularly consuming the fuel meant for public road maintenance.

The four officials have been remanded until July 28, 2025, as efforts to apprehend Kayinga Geoffrey continue. Authorities warned that more arrests could follow as investigations widen.
The State House Anti-Corruption Unit has pledged to intensify its crackdown on misuse of public resources, particularly in local governments. “This case highlights the need for strict accountability in the implementation of government infrastructure projects,” an official said.
