In a statement issued late Wednesday, the ministry confirmed that the suspension takes effect at midnight and is intended to allow for a comprehensive review of the system’s performance and operational procedures.

“The implementation of the automated Express Penalty System will be temporarily suspended to facilitate a thorough review,” read the announcement shared via the ministry’s official X(formerly Twitter)

The review comes amid growing public outcry and pressure from legislators, civil society, and motorists over how the EPS Auto system has been enforced.

Last week, Leader of Opposition Joel Ssenyonyi wrote to the Minister of Works and Transport, Gen. Edward Katumba Wamala, demanding urgent intervention following complaints from drivers about erroneous fines and excessive penalties. In his letter, Ssenyonyi urged the ministry to address the confusion and create a system that is both effective and fair.

Gen. Katumba is expected to issue an official statement on Thursday outlining the ministry’s next steps and potential adjustments to the system.

Despite the suspension, the Ministry of Works and Transport has urged all motorists to continue observing traffic laws and maintaining responsible road behavior during this period.

The EPS Auto was introduced as part of the government’s broader strategy to reduce road accidents and improve enforcement of road safety regulations. However, the backlash has prompted authorities to reassess its implementation to ensure it serves its intended purpose without unfairly penalizing road users.

The public now awaits the minister’s address, which is expected to shed light on the government’s plan to reform the EPS Auto framework.
