Bobi Wine Signs MoU To Compensate Teso War Victims Upon Ascension To Power

National Unity Platform (NUP) President Robert Kyagulanyi Ssentamu, popularly known as Bobi Wine, has signed a Memorandum of Understanding (MoU) with representatives of Teso war victims. The agreement pledges that, upon assuming power, the NUP will compensate individuals from the Teso region who lost property, particularly livestock, during past insurgencies.

The signing ceremony, witnessed by Leader of the Opposition in Parliament Joel Ssenyonyi, took place in Soroti.

During his address, Kyagulanyi emphasized the broader scope of the commitment, stating, “This understanding, this agreement that we are signing today, is not only about cows and it is not only about Teso. Our vision is to compensate everything and everywhere in the country.”

The Teso sub-region has long awaited compensation for losses incurred during insurgencies between 1986 and 2009. Despite government initiatives, including a cattle compensation program launched in 2020, many victims have yet to receive restitution. Justice and Constitutional Affairs Minister Norbert Mao acknowledged that the government requires Shs 900 billion to fully settle the compensation claims, a figure that has fueled frustration among the affected communities.

Kyagulanyi criticized the government’s inaction, stating, “Now, just like you, every five years, General Museveni and his people come up with the same old lies, but with a new person, or the same person, but with a new text.” He pledged that, under NUP leadership, compensation would be addressed promptly, asserting, “I will give it to you in the first two weeks when I take power.”

The MoU signifies a commitment to justice and restitution for Teso war victims, aligning with ongoing campaigns such as “No Cow – No Vote,” led by Teso MPs Jonathan Ebwalu and Joan Alobo Acom, which demand fulfillment of compensation promises before the 2026 general elections.
