Bishop William Tomusange Bifaaki, the founder of Joy Missions International Ministries and outspoken human rights defender, has officially declared his intention to contest for the Mityana North parliamentary seat under the National Unity Platform (NUP) in the 2026 general elections.
Currently held by National Resistance Movement (NRM) MP Muhammad Nsegumire Kibedi, the seat is now set to face a stiff challenge from Bifaaki, who has criticized the incumbent for supporting laws that, in his view, undermine civil liberties and the rule of law.

“The laws passed in parliament, like the one allowing civilians to be tried in army courts Nsegumire supported that, but I cannot,” Bifaaki told journalists during his announcement. “We must restore the rule of law in our country. Our people are being abducted and wrongfully imprisoned. That’s why I have come out to stand for my people.”
The bishop said he chose to join NUP because the party aligns with his values of justice, democracy, and human rights. “When I looked at the ideology of NUP, I found it mirrors my own standing for the people, defending their rights, and promoting the rule of law,” he said. “That’s why I support President Robert Kyagulanyi and his leadership.”
The 2026 contest in Mityana North is expected to be one of the more closely watched races in central Uganda.
