Ssegujja Hassan, co-accused in the high-profile fraud case against Kampala City Land Board Chairperson David Balondemu, has pleaded guilty to forgery and conspiracy to commit a felony at Buganda Road Chief Magistrates Court. As part of a plea deal with the Office of the Director of Public Prosecutions (ODPP), Hassan has agreed to testify against Balondemu in exchange for leniency.

Hassan was convicted on three counts, each carrying a penalty of either a UGX 1.5 million fine or two years in prison. In court, he admitted assisting Balondemu in forging medical documents intended to secure bail in unrelated legal proceedings.
Most strikingly, Hassan revealed that Balondemu defrauded him out of UGX 10 million under the false promise of protection from arrest and prosecution by the State House Anti-Corruption Unit (SH-ACU) and the ODPP.
This confirmation aligns with previous allegations against Balondemu. In November 2023, he was charged with defrauding the American firm KG Unlimited LLC of UGX 2.2 billion through a fake procurement deal for a water plant a case brought by the SH-ACU on directives from the President.
Balondemu was also arrested in October 2023 following an alleged gold scam, in which he and accomplices duped a Korean investor of US$600,000 (approx. UGX 2.2 billion) with a fraudulent gold deal.

Further, in October 2024, Balondemu was remanded on forgery charges after allegedly submitting falsified medical documents to secure bail.
Despite these serious accusations, Balondemu has frequently accused the SH-ACU and ODPP of corruption. Hassan’s testimony contradicts these claims, suggesting that Balondemu himself manipulated these agencies’ names to defraud associates.
