A 28-year-old man, Yoram Baguma, has pleaded guilty to charges of intent to alarm, annoy, and ridicule President Yoweri Museveni after breaching presidential security during a campaign rally in Kawempe North last month. Baguma, who was arrested on March 11, 2025, at Mbogo Playground, allegedly attempted to gain unauthorized access to the President.
During the court session, Baguma expressed remorse for his actions and requested to apologize to President Museveni. The Kawempe Grade One Magistrate, Damalie Aguma Asiimwe, has remanded Baguma until May 30, 2025, for further proceedings.

The incident occurred on March 11, 2025, at Mbogo Playground in Kawempe, where President Museveni was campaigning for National Resistance Movement (NRM) candidate Faridah Nambi ahead of the Kawempe North by-elections held following the death of former MP Muhammad Ssegirinya on January 9, 2025. Baguma suddenly emerged from the crowd, leaped over security barriers, and sprinted towards the President, prompting security personnel to intervene swiftly.
The by-election, conducted on March 13, 2025, saw Elias Nalukoola Luyimbaazi of the National Unity Platform emerge victorious.

Baguma faces charges of assault, disobedience of lawful orders, and intent to alarm, annoy, or ridicule the President, contrary to sections 24 (b) and (c) and 219 of the Penal Code Act Cap. 128. His actions have raised concerns about security measures at high-profile events in Uganda ².
According to eyewitnesses, on that fateful day the moment was tense, with some fearing a possible assassination attempt. Security officers from the Special Forces Command (SFC) quickly subdued and detained Baguma before he could reach Museveni. Investigations are ongoing to determine whether Baguma acted alone or was sent by someone with malicious intent.
