CDF Muhoozi Calls For Discipline, Accountability Among New Generals

The Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, has reminded newly promoted generals and senior officers that elevation in rank comes with heavier responsibilities, urging them to rise to the demanding leadership expectations that accompany their new positions.

Speaking at a pipping ceremony held at the Ministry of Defence and Veteran Affairs headquarters in Mbuya, Gen. Kainerugaba said the promotions signified deeper obligations to the nation and to the soldiers under their command.

“This ceremony is not merely a change of insignia or ranks; it represents more responsibility and heavier tasks,” the CDF said. “Your subordinates will now look up to you for mentorship, wisdom, and solutions.”

Gen. Kainerugaba, who also serves as Senior Presidential Adviser for Special Operations, cited the Bible to underscore the weight of leadership, quoting Luke 12:48: “From everyone who has been given much, much will be demanded; and from the one who has been entrusted with much, much more will be asked.”

He told the officers that their judgment, integrity and commitment must now be held to a higher standard, noting that they had been entrusted with the confidence of the nation, their commanders and the soldiers they will lead.

The CDF further urged the Uganda People’s Defence Forces (UPDF) and the wider security apparatus to continue safeguarding the country’s hard-won peace, while sustaining the Force’s contribution to regional and allied missions in line with the Pan-African spirit.

Turning to the national political context, Gen. Kainerugaba called on Ugandans to maintain peace during the election period, urging citizens to vote and return home after casting their ballots.

“There will be sufficient scrutiny by candidates’ agents, the media and international observers to ensure a transparent, free and credible process,” he said, warning that anyone attempting to cause disorder would be dealt with swiftly and in accordance with the law.

He also urged political actors to abide by Independent Electoral Commission guidelines and cooperate with security agencies to ensure the safety of all.

The CDF thanked the Commander-in-Chief, President Yoweri Kaguta Museveni, for his strategic leadership, which he said has transformed the UPDF into a professional force contributing to peace and stability in Uganda, the region and across the continent.

On behalf of the promoted officers, Lt. Gen. Jack Bakasumba, the Chief of Joint Staff and the most senior among the decorated officers, thanked the CDF and the President for the trust and confidence shown in them. He pledged that the officers would uphold the UPDF values of integrity, courage and discipline.

The ceremony was attended by senior UPDF commanders, including the Commander Land Forces, Lt. Gen. Kayanja Muhanga, the Commander of the UPDF Air Force, Lt. Gen. Charles Okidi, and the Undersecretary of the Ministry of Defence and Veteran Affairs, Ms. Edith Butuuro.

Among those promoted were Lieutenant Generals Jack Bakasumba and Francis Okello; Major Generals James Kinaalwa, Deus Sande, Charles Byanyima, William Bainomugisha and Christopher Ddamulira; and Brigadier Generals Mcdans Kamugira, Fred Zakye and Paddy Ankunda, among other senior officers.
