DPP Defends Chief State Attorney Birivumbuka, Dismisses Torture Allegations

The Office of the Director of Public Prosecutions (ODPP) has strongly dismissed what it describes as false and baseless allegations aimed at intimidating state prosecutors, warning that such claims threaten the integrity of the criminal justice system.

In a statement issued on Friday, the ODPP expressed serious concern over allegations made by Abdul Semujju, alias Minana, who is charged with the murder of former Assistant Director of Public Prosecutions Joan Namazzi Kagezi. The accusations were raised during proceedings at the Nakawa Chief Magistrate’s Court on December 10, 2025.

Semujju alleged that Mr. Birivumbuka Richard, a Chief State Attorney, participated in acts of torture against suspects in so-called safe houses, including himself. The claims have since circulated widely on social media and other news platforms.

The ODPP categorically rejected the allegations, describing them as false, misleading, and without any factual basis. The prosecution authority said the statements were calculated to malign the character of a public officer lawfully executing his professional duties and to misrepresent the role of ODPP prosecutors.

“The ODPP takes exception to these outlandish accusations made in the sanctity of a court of law,” the statement read, adding that prosecutors only interact with accused persons when they are produced before the court and are duty-bound to ensure fair, transparent, and lawful prosecution of criminal cases.

The ODPP further warned that attempts to undermine prosecutors through misinformation, personal attacks, harassment, or intimidation not only endanger individual officers but also erode public confidence in the justice system.

It stressed that it will not be deterred from executing its constitutional mandate by what it termed as underhanded tactics by accused persons facing serious criminal charges or any other individuals seeking to interfere with prosecutorial work.

The prosecution authority urged the public and the media to rely on verified information and refrain from spreading unsubstantiated claims that could undermine trust in the administration of justice.
