The Chief of Defence Forces (CDF) and Senior Presidential Advisor for Special Operations, General Muhoozi Kainerugaba, on Thursday met with the French Ambassador to Uganda, Her Excellency Virginie Leroy, for high-level discussions on bilateral relations and military cooperation.
The meeting took place at the Special Forces Command (SFC) Headquarters in Entebbe and brought together senior officials from both countries. Ambassador Leroy was accompanied by the French Defence Attaché, Colonel Sébastien Berger, and the Second Counsellor, Ms. Camille Portat. The Ugandan delegation included the UPDF Chief of Joint Staff, Lieutenant General Jack Bakasumba, and the Joint Staff Training and Doctrine Commander, Brigadier General Wycliffe Keita.

Gen. Kainerugaba reaffirmed the longstanding partnership between Uganda and France, recalling his early engagements with French diplomatic and defence officials dating back to 2011. He thanked the French government for its consistent support, particularly in strengthening the UPDF’s operations in Somalia through specialised training and enhanced capabilities.
He also highlighted France’s contribution to Uganda’s internal defence capacity, citing support in Mountain Warfare training and opportunities for UPDF officers to attend professional military courses in French-affiliated institutions.
Ambassador Leroy expressed appreciation for the continued collaboration and commended Uganda’s commitment to the partnership. She noted that cooperation between the two nations extends beyond defence, touching critical sectors such as infrastructure development, water resources, energy, roads, and railway projects.
Both sides reaffirmed their commitment to deepening cooperation across defence and strategic development initiatives.
