Kitagwenda District LC5 Chairperson, Mushemeza Ismail Kambanda, has been charged and remanded over allegations of fraudulently selling district jobs to unsuspecting applicants.
Kambanda was on Friday arraigned before the Kamwenge Magistrates Court by the State House Anti-Corruption Unit working jointly with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions. He faces multiple counts of obtaining money by false pretenses and will remain on remand until January 6, 2026.

According to investigators, Kambanda and accomplices still at large allegedly defrauded several jobseekers between 2024 and 2025, promising placements mainly in the Nursing and Midwifery departments of Kitagwenda District. Authorities say the jobs did not exist.
Complainants told investigators they paid between UGX 5 million and 15 million for jobs that never materialised. Some said they received fake appointment letters and forged District Service Commission minutes, only to discover the documents were counterfeit when they attempted to take up the positions.
After several victims demanded refunds, Kambanda allegedly refused to return the money. The matter was then reported to the State House Anti-Corruption Unit, which launched inquiries alongside Kitagwenda Police and local leaders.
Officials say the LC5 Chairperson abandoned his office and went into hiding for months after learning of the investigation, until he was eventually arrested.
The State House Anti-Corruption Unit confirmed that more inquiries are underway and urged additional victims to report to police.
President Museveni has repeatedly warned against corruption in district recruitment processes. The Unit says it has investigated similar cases in more than 20 districts, including Mpigi, Gomba, Kyankwanzi, and Mukono. More than 15 officials have so far been charged in courts over the alleged sale of government jobs.
