Government Releases Shs 529 Billion In New PDM Funding

The government has released another Shs 529 billion to Parish Development Model (PDM) SACCOs across the country, marking the latest phase of capitalisation under the programme aimed at lifting households out of subsistence production.

Finance Minister Matia Kasaija announced the disbursement on Tuesday during a media briefing in Kampala, saying the funds would reach all 10,589 verified PDM SACCOs starting Wednesday. Each parish is set to receive Shs 50 million, in line with the programme’s bi-annual release schedule.

Kasaija said the move affirms President Yoweri Museveni’s 2021 campaign pledge to deliver Shs 100 million per parish annually to stimulate production and expand financial inclusion. He described the PDM as “the flagship programme of the NRM government” and a vehicle driving Uganda’s socio-economic transformation.

According to the ministry, government has so far transferred Shs 3.261 trillion directly to parishes since the programme began. Out of this, 3.27 million Ugandans including farmers, youth, women and persons with disabilities have already received financing for various enterprises.

Investments made by beneficiaries include Shs 385 billion in coffee, Shs 1.1 trillion in food and cash crops, Shs 1.1 trillion in livestock, and Shs 366 billion in poultry.

“These numbers tell one story: the PDM is working,” Kasaija said. “Households are producing, and parishes are transforming.”

For the 2025/26 financial year, government has allocated Shs 1.097 trillion to expand the programme, covering capital for the revolving fund, SACCO administration, loan withdrawal charges, support for PWDs, and facilitation for Parish Development Committees and parish-level officers.

The minister warned against any form of extortion, saying no beneficiary should be charged to access PDM loans. He directed Resident District Commissioners, District Internal Security Officers and Accounting Officers to crack down on anyone attempting to abuse the system.

Kasaija urged government banks, led by PostBank, to fast-track the rollout of Wendi agents nationwide to ease access to financial services at parish level.

“The Parish Development Model is no longer a theory. It is a reality in your gardens, livestock, savings and livelihoods,” he said, adding that the new disbursement “marks yet another phase in building stronger parish economies.”
