Government Clears Recruitment of 6,800 Public Servants in 2025/2026

The Ministry of Public Service has cleared the recruitment of 6,853 new employees across 130 Ministries, Departments, Agencies, and Local Governments for the 2025/2026 financial year, with an estimated wage bill of UGX 124.8 billion.

According to a statement issued by Minister Wilson Muruli Mukasa, the recruitment is intended to strengthen service delivery in critical sectors, including education, health, agriculture extension, and local governance.

The clearance follows provisions of the Public Service Act, 2008, and the Public Service Standing Orders (2021), which mandate the Ministry to oversee staffing structures, terms of service, and recruitment in government institutions.

Priority was given to filling positions of Heads of Departments in Local Governments to enhance supervision and implementation of government programmes, as well as critical roles in Primary Health Care, Primary Education, Agriculture Extension, and Parish Chiefs/Town Agents.

At the start of the financial year, on July 16, 2025, the Ministry also approved recruitment worth UGX 5.48 billion for newly upgraded Health Centre IIs to Health Centre IIIs under the UGIFT programme.

However, the Ministry expressed concern that 29 entities, including Mulago National Referral Hospital, Mbarara Regional Referral Hospital, and several districts such as Buyende, Mpigi, and Rukiga, have not yet submitted their critical vacancies for clearance despite having wage allocations for recruitment. These entities have been reminded to submit their requests by December 30, 2025.

The Ministry also cautioned appointing authorities against delaying recruitment processes and urged them to ensure transparency, meritocracy, and adherence to official procedures.

“Recruitment and employment in Government is free of charge. Any cases of bribery, extortion, or lobbying should be reported to the Inspectorate of Government, CID, or the State House Anti-Corruption Unit,” the statement emphasized.

To promote accountability, the Ministry instructed Responsible Officers to conduct wage performance analysis before issuing appointment letters and to follow up with mandatory induction training for all newly recruited officers through the Civil Service College Uganda.

The Minister further advised all job seekers to apply only through official channels and to be vigilant against fraudulent individuals claiming to influence recruitment.

“Candidates should record all communication related to job applications to protect themselves from exploitation,” the statement added.

The clearance marks one of the largest public service recruitment exercises in recent years, signaling government’s renewed effort to fill long-standing vacancies and strengthen local service delivery.
