President Yoweri Kaguta Museveni has fulfilled his pledge to strengthen local governance with the handover of 176 brand new vehicles worth UGX 35.2 billion to local government leaders across the country.
The vehicles were officially handed over at Kololo Ceremonial Grounds to 135 District Chairpersons, 10 City Mayors, and 31 Municipal Leaders, in a move aimed at improving supervision and coordination of key government programmes.
Speaking on behalf of the Prime Minister, Rt. Hon. Robinah Nabbanja, the Minister of Local Government, Hon. Raphael Magyezi, commended the leaders for their continued dedication to public service and called for prudent use of the vehicles.
“These vehicles are not for prestige or personal errands. They are working tools meant to help you monitor government programmes and ensure every shilling spent benefits the people,” Magyezi emphasized.

He urged leaders to prioritize transparency, efficiency, and accountability, saying misuse of government property will not be tolerated.
“The President has done his part; it is now your duty to deliver. Let these vehicles take you to every corner of your districts to check on roads, schools, and health centres,” he added.
Magyezi also directed that previously used vehicles by the District Chairpersons and Mayors be handed over to the respective Speakers of Districts, Cities, and Municipalities to facilitate council operations and strengthen legislative oversight at the local level.
Permanent Secretary, Mr. Ben Kumumanya, called upon the leaders to treat the vehicles as a responsibility rather than a privilege.
“We expect to see more field supervision and fewer complaints about absentee leaders. These vehicles should be visible in parishes and sub-counties where government programmes are being implemented,” he said.
He further encouraged leaders to use the vehicles to mobilize local revenue, monitor infrastructure projects, and ensure that development programmes such as the Parish Development Model (PDM) and Emyooga are properly executed.
The initiative, part of a broader government strategy to enhance service delivery, also covers oversight of other flagship projects including the Road Fund, Regional Development Programme (RDP), Youth Livelihood Programme (YLP), and the Women Entrepreneurship Programme (UWEP).
“The President believes that effective supervision starts with empowered leaders,” Magyezi noted. “This is why such investments are critical in transforming local governments into engines of development.”
The event, attended by hundreds of local leaders, was described by participants as a timely boost to service delivery and a demonstration of government’s renewed commitment to decentralization and grassroots development.
