By The Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, has directed all local governments to include a clear zero-tolerance corruption disclaimer in their job advertisements as part of efforts to promote transparency and integrity in public service recruitment.
Speaking during a meeting of Human Resource Officers and Secretaries to District and City Service Commissions at Imperial Royale Hotel, Kampala, Mr. Kumumanya applauded Masaka District for setting a good example by including a disclaimer in its job announcements clearly stating that government jobs are not for sale and that soliciting or offering bribes is a criminal offence.

He instructed all local governments to adopt the same practice in upcoming recruitment exercises, emphasizing that it is a step toward restoring public confidence in the fairness and professionalism of the hiring process.
“Every public officer serves in trust for the people of Uganda. We must therefore reject corruption and uphold the highest standards of integrity,” Mr. Kumumanya said.
He warned against bribery, favoritism, and manipulation in the recruitment process, stressing that such practices undermine service delivery and tarnish the image of public institutions. The Permanent Secretary also pledged the Ministry’s continued support to enhance the capacity of human resource officers and service commissions across the country.
“Strengthening the skills and teamwork of human resource officers is critical to improving efficiency and public trust in the local government system,” he added.
Mr. Kumumanya reaffirmed the Ministry’s zero-tolerance stance on corruption, urging all officers to remain disciplined, transparent, and guided by public service ethics in all their duties.
