Lugazi Municipality Officials Charged Over Selling of Government Jobs

The State House Anti-Corruption Unit (SH-ACU), in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Ronald Saaku Mugerwa, the Probation and Welfare Officer of Lugazi Municipality, before the Mukono Chief Magistrate’s Court on charges of obtaining money by false pretence and conspiracy to defraud.

Mugerwa was remanded until October 21, 2025, after prosecution alleged that between January and June 2025, in Mukono Town, he conspired with Dr. Wataba Saadi, the Lugazi Municipal Medical Officer, and Mubarak Sekikubo, an LCIII councillor from Nakisunga Sub-County both currently on the run to defraud Dr. George William Mukisa, a job applicant, of UGX 38 million.

According to the charge sheet, the accused allegedly solicited the money from Dr. Mukisa under the pretext that it would be used to “facilitate” members of the Mukono District Service Commission (DSC) to secure him a government job as a Medical Officer.

The State House Anti-Corruption Unit said the case followed a whistleblower report received on July 7, 2025, detailing widespread bribery and irregular recruitment practices within the Mukono DSC. Investigations revealed that officials and some members of the Commission were allegedly demanding money from job applicants in exchange for appointments to government positions.

Criminal summons have since been issued for Dr. Wataba Saadi, while more suspects are expected to be charged as investigations continue.

Authorities say this case is part of a broader crackdown on the illegal sale of government jobs, a vice that President Yoweri Museveni has repeatedly condemned. The President has in recent months warned District Service Commissions across the country against corruption and directed law enforcement to prosecute those involved in selling public service positions.

The State House Anti-Corruption Unit confirmed that other related cases involving the same network of officials are under active investigation.

If convicted, the accused could face imprisonment of up to five years for obtaining money by false pretence under the Penal Code Act.
