By The State House Anti-Corruption Unit, working with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has charged Lutwama Isaac Mugandazi with multiple counts of land-related fraud.
Appearing before the Mityana Chief Magistrate’s Court, Lutwama was arraigned on charges including fraudulent procurement of a certificate of title, forgery, uttering false documents, making a false declaration in a land matter, and conspiracy to commit a felony.

According to prosecution, between April and July 2019 in Kasalaga village, Mityana District, Lutwama and others still at large allegedly forged and presented powers of attorney purporting to have been granted by Najjemba Christine, an 83-year-old widow.
Investigators further allege that Lutwama conspired with officials at the Mityana Ministry Zonal Office (MZO) to fraudulently obtain certificates of title for land comprised in Busujju Block 56, covering plots 249, 113, 106, 100, 121, 125, 126, 122, 70, 112, 114, and 101.
He is also accused of selling part of Najjemba’s land after securing the fraudulent titles.
