Police Blocks NUP Rally at Katwe Grounds, Clears Nateete Venue

The Uganda Police Force has rejected a request by the National Unity Platform (NUP) to hold a post-nomination rally at Katwe Grounds, citing safety and security risks, but cleared the party to proceed with its second planned rally at Kaala Playground in Nateete, Rubaga Division.

In a letter dated September 22, 2025, addressed to NUP Secretary General David Lewis Rubongoya, police said the Katwe venue was unsuitable because of its proximity to Katwe Market, several businesses, and the busy Queensway section of Entebbe Road. The location also falls under a high-voltage powerline and is crossed by a railway line.

“The first venue (Katwe Playground) was found unsuitable for a political rall. However, the second venue was found suitable,” the letter signed by Okoshi Simon Peter on behalf of the Inspector General of Police reads in part.

The police directive follows NUP’s notification to hold two rallies after the nomination of its presidential flag bearer, Robert Kyagulanyi Ssentamu (Bobi Wine). The party had written to the Inspector General of Police on September 17, 2025, indicating plans for rallies at both Katwe Grounds and Nateete’s Kaala Playground.

While clearing the Nateete rally, police outlined conditions that NUP must observe, including securing clearances from venue managers and local authorities, adhering to public order and traffic regulations, ensuring public health and safety measures such as emergency medical services, and avoiding processions that could disrupt traffic and businesses.

The Kampala Metropolitan Police Commander has been directed to enforce the guidelines during the Nateete rally.

Kyagulanyi is scheduled to be nominated by the Electoral Commission on Wednesday, September 24, 2025, at 2:00 p.m., after the Commission confirmed verification of his supporters’ signatures.

The development comes amid heightened political activity as parties prepare for the 2026 general elections, with NUP accusing authorities of deliberately frustrating its mobilization efforts.
