Col Henry Obbo Takes Over as Deputy Defence Spokesperson

Col Henry Obbo has officially taken office as the Deputy Director of Defence Public Information at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, succeeding Maj Bilal Katamba.

The handover ceremony was presided over by Maj Gen Felix Kulayigye, the Director of Defence Public Information, who praised Maj Katamba for his service in promoting the image of the Uganda Peoples’ Defence Forces (UPDF) as a people-centred institution.

“When given responsibility, don’t ask why, but do it with commitment and dedication,” Maj Gen Kulayigye told staff, urging them to embrace humility, responsibility, and a willingness to learn. He stressed the importance of discipline, hard work, and openness to correction, saying constructive feedback strengthens leadership.

In his farewell remarks, Maj Katamba thanked the UPDF leadership for entrusting him with the role and expressed appreciation to Maj Gen Kulayigye for his mentorship. He commended the teamwork and cooperation he enjoyed during his tenure.

Col Obbo pledged to build on his predecessor’s achievements, promising to strengthen teamwork, cooperation, and collaboration with other ministries, departments, and agencies. “I am blessed to work with my mentor, Maj Gen Kulayigye, who has mentored many. I am happy to be one of them,” he said, underscoring the importance of leadership continuity through mentorship.

The ceremony was attended by UPDF junior officers, militants, and civilian staff.
