The Forum for Democratic Change (FDC) has launched its 2026–2031 manifesto with a bold promise to overhaul Uganda’s governance structures, revive the economy, and place citizens at the heart of national decision-making.
Speaking at the unveiling, party flag bearer Nathan Nandala Mafabi said the blueprint addresses both Uganda’s domestic challenges and shifting global realities, with emphasis on inclusive governance, job creation, environmental sustainability, and stronger international cooperation.
Governance Overhaul
The FDC pledged to restore the independence of democratic institutions, strengthen the rule of law, and dismantle what it described as “a culture of impunity” within government. The party plans to introduce strict accountability measures for public officials, curb misuse of public resources, and ensure that all citizens — regardless of political affiliation — have equal access to services.
“Our governance model will be anchored in transparency and fairness,” the party’s policy team noted, promising reforms that give Parliament, the judiciary, and local governments greater autonomy.
Economic Revitalization
On the economy, the manifesto outlines aggressive reforms to spur domestic production, diversify exports, and create sustainable jobs, particularly for the youth and women. The FDC says it will prioritise investments in agriculture, agro-processing, renewable energy, and technology-driven enterprises to boost competitiveness and reduce dependency on imports.

Key proposals include providing affordable credit to small and medium enterprises (SMEs), building strategic transport and energy infrastructure, and expanding regional trade partnerships to tap into larger markets within the East African Community and beyond.
Social Protection and Public Services
The party’s social agenda features increased funding for health and education, with a commitment to make healthcare more accessible and improve teacher welfare. The FDC also promises to overhaul the social protection system to safeguard vulnerable groups, including the elderly, persons with disabilities, and children in impoverished households.
Environmental and Climate Action
Acknowledging climate change as a global threat, the manifesto proposes robust environmental policies, including reforestation drives, sustainable land use, and climate-smart agriculture. The party pledges to align Uganda’s development plans with international climate agreements while creating green jobs for the youth.
International and Regional Engagement
The FDC says its policy direction recognises the role of both regional and international actors in shaping Uganda’s development path. It pledges to rebuild strained diplomatic relations, strengthen participation in regional peace and security initiatives, and pursue trade and investment partnerships that protect Uganda’s sovereignty while boosting the economy.
“This manifesto is not just a political statement — it’s a rescue plan,” the FDC leadership declared. “Uganda needs a new direction, one that restores hope, dignity, and opportunity for all citizens.”
With the general elections approaching, the document positions the FDC as offering a comprehensive alternative to the ruling government, promising a leadership that, in their words, “puts people first, governs with integrity, and plans for a sustainable future.”
