The State Minister for Youth and Children Affairs, Hon. Balam Barugahara, has issued a stern warning against acts of hooliganism during the ongoing youth and NRM party primary elections, accusing members of the National Unity Platform (NUP) of disguising themselves in yellow the official colour of the ruling NRM party to cause chaos.
Speaking to the media, Minister Barugahara condemned the violent conduct witnessed during some of the recent electoral activities and called for calm and political maturity among Uganda’s youth.
“All acts of hooliganism, especially during youth elections and the ongoing party primaries, must be stopped,” Barugahara said. “We should not be hooligans.”

The minister alleged that in a recent incident during the presidential nomination event at Kololo, individuals clad in yellow attacked NRM supporters, including a former director of the Criminal Investigations Directorate (CID). He claimed that some of the suspects who were arrested and interrogated confessed to being members of the National Unity Platform.
“I want to put this blame clearly—many people who wear yellow during these incidents are actually NUP supporters. That’s the truth,” Barugahara said. “They put on yellow and create chaos in our name.”
He called on the NUP leadership, specifically its Secretary General and President Robert Kyagulanyi Ssentamu (Bobi Wine), to rein in their youth supporters and caution them against infiltrating NRM activities with intentions to disrupt.
“To the NUP leadership, caution your youth not to put on yellow and misbehave,” he added.
Barugahara further emphasized that wearing NRM colours does not exempt anyone from facing the law if they engage in criminal activity.
“For those who put on yellow and misbehave—regardless of your political affiliation the law must take its course. No one is above the law,” the minister said. “The President has never beaten anyone, and the Chief of Defence Forces, General Muhoozi Kainerugaba, has never slapped anyone. We must emulate that discipline.”
He urged Ugandans to exercise restraint and focus on peaceful elections, saying political contests should not become a source of national disunity.
“Election is not the end of the world,” he said. “Let us live in harmony. If someone provokes you, just forgive them and move on.”
His remarks come amid heightened political activity across the country as various parties, including the NRM and NUP, prepare for the 2026 general elections. Security agencies have reported increased tension in some areas, prompting calls for tighter enforcement of public order during political events.
