Two senior officials from Kiboga District Local Government have been charged and remanded for their alleged involvement in a fuel fraud scheme under the UGX 1 billion Road Maintenance Grant.
Appearing before the Kiboga Chief Magistrate’s Court on Thursday morning, the District Engineer Mukiibi Ismail and Assistant Engineering Officer–Mechanical Bwante Moses were formally charged with conspiracy to defraud.
The prosecution, led by the Office of the Director of Public Prosecutions (ODPP) and backed by detectives from the State House Anti-Corruption Unit (SH-ACU) and the Criminal Investigations Directorate (CID), revealed that between 2023 and 2024, the duo allegedly conspired with fuel station managers to siphon off funds meant for fueling road maintenance vehicles.
Investigators allege that the accused received cash instead of fuel for official vehicles and further submitted fraudulent claims for fuel to operate vehicles that had been non-functional or grounded for several months between 2022 and 2023.
The financial loss is believed to run into millions of shillings, part of a larger UGX 1 billion disbursed to the district under the government’s Road Fund for maintenance works.
The court ordered that Mukiibi and Bwante be remanded until August 14, 2025, as investigations continue and more suspects are pursued.
The SH-ACU has vowed to widen its investigation into similar misuse of road maintenance funds across other districts, calling for public cooperation in identifying culprits involved in siphoning public resources meant for service delivery.
