25 Petitions Filed Over NRM Primaries, Hearings to Start July 30

The National Resistance Movement (NRM) Election Disputes Tribunal has so far received 25 petitions challenging the outcomes of the party’s recent parliamentary primaries, with more complaints expected before the filing deadline.

According to NRM’s Director of Legal Affairs, Enoch Barata, most of the petitions allege alteration of results by registrars during transmission from village to district levels, which appears to be the leading grievance among aggrieved candidates. A few petitions also cite allegations of bribery, although no reports of violence have been officially lodged.

“We have so far received 25 election petitions at the tribunal registry, and they are still coming in. The major complaints are on the conduct of registrars and alteration of results between the village and the district,” Barata said.

Barata clarified that the tribunal is an independent body, separate from the NRM Electoral Commission, and is currently operating its registry under a tent near the party’s Legal Services offices for logistical convenience. He explained that petitioners receive a petition number for tracking and hearing purposes.

Under NRM’s internal election rules, petitioners have five days from the date of declaration to file their cases, while respondents have another five days to submit counter-responses. With most declarations having been made on Thursday last week, the deadline for filing petitions and counter-petitions will fall on July 28, 2025.

“The tribunal is expected to begin hearings around July 30, 2025,” Barata noted.

While most petitions have come from Kampala, due to its proximity to the tribunal, there have also been submissions from Kawale, Karamoja, and parts of Busoga. Barata said more filings are anticipated in the coming days as candidates from upcountry constituencies finalize their preparations.

The NRM recently conducted highly contested primaries across the country, which saw several incumbent Members of Parliament lose their bids for party flagbearership, triggering a wave of disputes and complaints.
