Impressive PDM Performance Sets Stage for Museveni’s Kampala Tour

According to data released by the Ministry of Local Government and the PDM Secretariat, disbursement of PDM funds to Savings and Credit Cooperative Organizations (SACCOs) in Kampala Metropolitan Area has reached above 91% across all divisions as of July 7, 2025.

Rubaga Division leads the pack with a disbursement rate of 99.87%, followed closely by Makindye at 99.17%, Nakawa at 96.43%, Kawempe at 95.95%, and Central Division at 91.87%.

The data also reveals the number of SACCOs capitalised per division, with Nakawa topping the list at 23 SACCOs, followed by Kawempe with 22, Central and Makindye each at 20, and Rubaga at 13.

“These SACCOs are the engines driving household livelihood improvement under PDM,” said a spokesperson from the PDM Secretariat, adding that the high disbursement levels reflect growing community trust and institutional progress in implementing the government’s flagship poverty alleviation programme.

President Museveni’s visit to Kampala is expected to focus on assessing the impact of the PDM funds on urban livelihoods, especially in low-income communities where access to capital has long hindered microeconomic growth.

The Kampala Capital City Authority (KCCA), which is working alongside the Ministry of Local Government and the PDM Secretariat, has reaffirmed its commitment to ensuring that all targeted households benefit from the initiative.

The PDM was launched in 2022 to transition Uganda’s subsistence households into the money economy by supporting income-generating activities at the parish level. Under the model, each parish SACCO receives funding to extend affordable credit and financial literacy to its members.

As President Museveni tours Kampala this week, attention will also be on how the programme addresses urban-specific challenges like youth unemployment, informal business growth, and service delivery gaps in high-density areas.

The visit marks a critical checkpoint in the implementation of the PDM across Uganda’s urban centres.
