Three senior officials in Gomba District, including two members of the District Service Commission and the District Inspector of Schools, have been charged and remanded over allegations of soliciting bribes in exchange for government jobs.
The accused Mugerwa John Bosco, Chairperson of the District Service Commission; Muwonge Michael, the Secretary; and Charles Lwanga, the District Inspector of Schools were on Friday arraigned before the Gomba Grade One Magistrate’s Court on charges of demanding money with menaces and conspiracy to commit a felony.
The trio was arrested in a joint operation led by the State House Anti-Corruption Unit, working alongside the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). The court remanded them until July 25, 2025, pending further investigations.

According to prosecution, between February and November 2024, the two District Service Commission officials allegedly conspired to demand and receive bribes ranging from UGX 1 million to UGX 20 million from job applicants. The payments were reportedly made as part of a scheme to secure employment or promotions within the district’s civil service.
Some of the victims who paid these bribes were reportedly rewarded with senior positions in the district, authorities said.
In a separate charge, Charles Lwanga, the District Inspector of Schools, is accused of extorting money from several headteachers across Gomba District by promising favourable postings and promotional opportunities.
The arrests come in the wake of a directive by President Yoweri Museveni, who tasked the State House Anti-Corruption Unit with investigating claims of job-selling within Gomba and other regions.

The development has stirred concern among residents and civil society groups, who have long decried the growing trend of corruption in recruitment processes at local government levels.
The Anti-Corruption Unit has urged any other victims or witnesses with relevant information to come forward and cooperate with investigations.
