By The Inspector General of Government (IGG), Hon. Beti Kamya Turwomwe, has stopped a fraudulent compensation payment worth UGX 13.35 billion to an individual impersonating a legitimate landowner.
According to a press statement issued on July 9, 2025, the IGG acted on a whistleblower’s report alleging that the Uganda Land Commission (ULC) was preparing to compensate Mr. James Kumwesiga for land located at Block 19, Plot 49 in Kiyugu, Sheema District. Investigations revealed that Kumwesiga had falsely claimed ownership by impersonating Mr. Polycarp Simba Atuhumuza, the rightful landowner.

The probe further established that Kumwesiga had colluded with two others to open a fraudulent bank account at ABSA Bank using forged national IDs and phone numbers, which they then presented to the ULC as the payment destination.
The IGG’s office swiftly intervened, halting the payment and alerting authorities. Mr. Kumwesiga has since been arrested and is undergoing prosecution under the Office of the Director of Public Prosecutions (ODPP).
The intervention is credited with saving government resources amounting to over UGX 13 billion.

The IGG has called on all government ministries, departments, and agencies (MDAs) to conduct thorough due diligence before making any payments, warning that failure to do so risks significant financial losses to the state.
