The official launch, held at the URSB headquarters in Kololo, was presided over by Hon. Justice Mike Chibita, who hailed the digest as a transformative tool for the administration of justice and economic growth.
“This Case Digest serves as an indispensable resource a practical compass guiding us toward greater clarity, efficiency, and fairness in the administration of justice, particularly in matters that drive our economy,” said Justice Chibita.
He noted that by summarising key rulings and legal principles, the publication would greatly benefit judges, lawyers, entrepreneurs, and policymakers alike promoting legal predictability and confidence in Uganda’s regulatory environment.
The digest features a wide range of decisions made by URSB Registrars in their quasi-judicial roles, including company disputes, intellectual property cases (such as trademark oppositions and copyright objections), and insolvency matters. It also includes court decisions involving URSB, providing a comprehensive resource of legal precedents.
Rt. Hon. Amb. Canon Francis K. Butagira, Chairman of the URSB Board, described the Case Digest as more than a legal compilation.
“It is a testament to our commitment to transparency, public sensitisation, and business formalisation. It signals our resolve to contribute meaningfully to economic development through accessible commercial justice,” he said.
Registrar General Mercy K. Kainobwisho emphasised the digest’s educational value and its contribution to the evolution of Uganda’s legal landscape.
“By documenting these decisions, we are not only promoting transparency but also creating a repository of legal knowledge that will serve practitioners, businesses, scholars, and the public,” she said.
Commissioner for Legal Services, Ms. Caroline T. Egesa, highlighted the digest’s importance in economic planning and dispute resolution.
“Legal predictability is not a luxury, but a prerequisite for investment, innovation, and inclusive growth,” she said.
The digest is expected to serve as a practical guide for small and medium enterprises, innovators, creditors, and legal professionals. It provides clarity on issues ranging from trademark protection to secured transactions reducing the need for litigation and making commercial justice more accessible.
Described as delivering “justice without robes,” URSB’s quasi-judicial process is often faster and less costly than traditional court routes, making it especially valuable to businesses navigating complex regulatory terrain.

URSB has committed to publishing the Case Digest regularly, with future editions set to include wider stakeholder input and broader coverage. The Bureau has called on government entities, the judiciary, the private sector, and development partners to engage with the resource and contribute to its continued growth.
The launch was attended by senior members of the judiciary, legal practitioners, academics, government officials, and business leaders, underlining national support for the initiative.
The Case Digest is expected to become an essential tool for strengthening legal certainty and business confidence in Uganda’s growing economy.
