The Commissioner for Land Registration, Mr. Baker Mugaino, has been remanded to Luzira Prison by the Anti-Corruption Court pending a bail hearing scheduled for June 5, 2025. The development follows charges brought against him by the Inspectorate of Government (IG), accusing him of corruption and abuse of office.

Appearing before Chief Magistrate Racheal Nakyaze, Mugaino pleaded not guilty to both charges. His application for bail was unsuccessful as his sureties were not ready at the time of the hearing.
According to the charge sheet presented by the IG, the allegations against Mugaino stem from actions taken during his tenure as Commissioner for Land Registration under the Ministry of Lands, Housing and Urban Development between April 8 and April 20, 2025.
The prosecution claims that Mugaino, while in public service, used the authority of his office arbitrarily in a manner detrimental to the interests of the Government of Uganda and various private entities including Tropical Bank Ltd and individuals such as Akugizibwe Gerald Mugera. The charge specifically relates to the irregular cancellation of a land title, which had been officially issued to Tropical Bank and others. The disputed property is located in Kibuga Block 12 and Kibuga Block 4 in Namirembe and Kisugu respectively.
In a separate but related charge, Mugaino is accused of failing to perform his official duties as outlined in the Land Act and his job description. The IG alleges that he mishandled a complaint involving land ownership in the same locations mentioned above, thereby breaching his obligations and engaging in corrupt practices.
The Inspectorate of Government, which spearheaded the investigation and subsequent arrest, stated that the charges reflect its ongoing commitment to fighting corruption and promoting accountability within public service.
