Nakalema, Dutch Ambassador Pledge Stronger Investment Collaboration

The Head of the State House Investors Protection Unit (SHIPU), Col. Edith Nakalema, on Friday hosted the Ambassador of the Kingdom of the Netherlands to Uganda, H.E. Frederieke Quispel, for a high-level meeting focused on enhancing investment cooperation and protection mechanisms between the two nations.

During the meeting at the SHIPU headquarters in Kampala, Col. Nakalema welcomed Ambassador Quispel and expressed appreciation for the ambassador’s willingness to engage with Ugandan authorities on matters relating to foreign investment.

“We are deeply honoured by your visit. Your openness to dialogue reflects a mutual desire to strengthen investment ties between Uganda and the Netherlands,” Nakalema said. She commended the Dutch Embassy for playing a significant role in promoting investment opportunities in Uganda, noting that such missions are critical in fostering investor confidence.

Nakalema emphasized the importance of the Electronic Investors Protection Portal (EIPP), describing it as a vital tool for investors to report fraud, access government services, and seek redress. She revealed that since the EIPP’s launch, Uganda has experienced an 80% increase in Foreign Direct Investment (FDI), attributing the growth partly to the digital protection system.

Encouraging the Netherlands to be part of this effort, Nakalema asked Ambassador Quispel to serve as an “ambassador” for the EIPP among Dutch investors, promoting its use as a tool for investor protection and transparency.

In her remarks, Ambassador Quispel lauded Uganda for maintaining a welcoming environment for investors and praised the country’s entrepreneurial spirit.

“Uganda and the Netherlands have a lot in common, including a favorable climate and dynamic people,” she said. “We recognize Uganda as one of the world’s most enterprising nations, and we are committed to deepening our economic partnership.”

She also noted that Dutch businesses of all sizes are already operating in Uganda and that sectors like agriculture, technology, and value addition hold great promise.

“We want to help build Uganda’s economy through investment and trade,” Quispel said. “By investing in value-added production and other areas, we believe we can contribute meaningfully to Uganda’s development goals.”

The ambassador reaffirmed her government’s interest in boosting bilateral ties and expressed optimism about future collaboration with SHIPU and other Ugandan institutions.

Also present at the meeting were officials from the Netherlands Embassy and key Ugandan agencies, including Andrew Byaruhanga, Policy Officer for Trade and Investment at the Netherlands Embassy; Hiromi Abe, Private Secretary to the President on Investment; Arthur Kwesiga, Commissioner for ICT and Innovation at the Uganda Registration Services Bureau (URSB); and Walid Kule, Assistant Commissioner for Business Registration at URSB.

The engagement is part of Uganda’s ongoing efforts to build a transparent and investor-friendly climate aimed at attracting and retaining international investors.
