Detective Sergeant Protasi Ngabirano, a police officer attached to Nsangi Police Station, was on Friday arraigned before the Chief Magistrate’s Court in Makindye on charges of destroying evidence and conspiracy to obstruct justice.
According to prosecutors from the Directorate of Public Prosecutions (ODPP), the charges stem from a January 2025 incident in which Sgt. Ngabirano, in alleged collaboration with others still at large, deliberately altered official evidence in an aggravated robbery case.

The case involves a man named Richard Sewanonda, who was allegedly framed as part of a plot to dispossess him of land while he remained in custody. Prosecutors say Ngabirano removed a key witness statement from an official police file at Katwe Police Station and substituted it with a falsified statement implicating Sewanonda.
Investigations by the State House Anti-Corruption Unit, working with the Criminal Investigations Directorate (CID) and ODPP, revealed that the falsification was linked to a scheme by unnamed parties seeking to take control of Sewanonda’s contested land.
“This is a serious breach of trust and a blatant abuse of authority,” said an officer familiar with the probe. “Falsifying records to frame an innocent person undermines the entire justice system.”
Sgt. Ngabirano has been remanded as the search for his alleged accomplices continues.

The Anti-Corruption Unit reiterated its commitment to holding public officers accountable, regardless of their position, noting that tampering with justice to aid criminal land transactions will not be tolerated.
If convicted, Sgt. Ngabirano faces up to seven years in prison under Uganda’s penal laws on obstruction of justice and destruction of evidence.
