“Please come and make sure you have a valid national ID. If your ID is expiring or got lost, this is your chance to renew or replace it at no cost,” Mayor Uhuru urged during the official launch of the renewal campaign at the Central Division headquarters.
He emphasized the importance of the national ID in accessing essential services such as banking, telecommunications, and public programs, calling the identification document “priceless” for every Ugandan citizen.
“This exercise is for everyone don’t delay. You only need your current national ID, or a police report if it was lost. The process takes just two or three minutes,” he added.
The mayor also announced plans to decentralize the exercise to all 20 parishes within Kampala Central to ease access, especially for residents who may struggle with transport or face long queues at the central offices.
“We are taking the services to the communities because many people cannot afford transport to come here. Our goal is to make this as efficient and accessible as possible,” he said.
Mayor Uhuru revealed that Kampala Central has a daytime population of up to three million people, underscoring the urgent need to facilitate quick and widespread access to ID renewal services.
The exercise, led by the National Identification and Registration Authority (NIRA), kicked off across the country on Monday. It targets the renewal of 15.8 million expiring IDs and registration of 17.2 million new applicants. Citizens can begin the process online through NIRA’s new pre-registration portal and complete biometric verification at nearby registration centers.

NIRA has assured the public of sufficient biometric kits and staff to manage the large-scale operation, which will run for several months. Residents are encouraged to act early and avoid last-minute crowds.
“This is your right as a citizen. Come forward, get registered, and let’s ensure everyone is counted and served,” Mayor Uhuru concluded.
