Former Police Commander Nixon Agasirwe Arrested in Connection With Joan Kagezi Murder

Former Senior Superintendent of Police (SSP) Nixon Agasirwe has been arrested in connection with the 2015 assassination of Senior Principal State Attorney Joan Namazzi Kagezi. Agasirwe is currently detained at the Flying Squad headquarters in Kireka to assist with ongoing investigations.

The arrest follows a significant development in the case: one of the accused, Daniel Kisekka, recently pleaded guilty to the murder and implicated Agasirwe as the orchestrator of the assassination. Kisekka confessed that he and others acted under Agasirwe’s orders.

On March 30, 2015, Joan Kagezi was fatally shot by assailants on motorcycles while she stopped to buy fruits in Kiwatule, a Kampala suburb. At the time, she was leading the prosecution in the high-profile 2010 Kampala twin bombings case.

In March 2025, the High Court’s International Crimes Division confirmed charges of terrorism and murder against four suspects: Daniel Kisekka, John Kibuuka (aka Musa), John Masajjage (aka Mubiru Brian, Badru, Chongo), and Nasur Abdallah Mugonole. Justice Alice Komuhangi Khaukha ruled that there was sufficient evidence linking the accused to the planning and execution of Kagezi’s murder.

The court found that the assassination was premeditated and intended to intimidate the public and influence government proceedings, particularly the legal community. The murder took place in a public space, reinforcing the prosecution’s argument that it was an act of terror.

President Yoweri Museveni announced the arrest of the four suspects in November 2023, praising the efforts of the Internal Security Organisation (ISO) and the Criminal Investigations Directorate (CID) in bringing them to justice.

Joan Kagezi, born on July 14, 1967, was a dedicated prosecutor who served as the Assistant Director of Public Prosecutions and head of the International Crimes Division in Uganda’s Ministry of Justice and Constitutional Affairs. Her assassination highlighted the risks faced by legal professionals in Uganda.
