National Unity Platform (NUP) leader Robert Kyagulanyi, popularly known as Bobi Wine, has strongly condemned the Ugandan government for what he described as politically motivated charges against his body guard Noah Mutwe and former CID spokesperson D/ASP Charles Twine.
Posting on social media platform X, Kyagulanyi expressed outrage over the state’s decision to charge the two jointly, accusing the regime of hypocrisy and selective justice.

“Unbelievably, the criminal regime is charging our brother Noah Mutwe alongside abducted police officer Charles Twine with various offences!” he wrote. “Those who abduct and torture our people under the guise of teaching them languages that are not theirs are roaming around free, while the regime continues to frame those opposed to it!”
Kyagulanyi also criticized ruling party legislators, accusing them of pushing forward more repressive legislation while existing laws are being misused with impunity. “And yet, those criminal NRM MPs have the audacity to make more repressive laws when the existing ones are being abused!” he added.

His remarks come after the prosecution, formally charged Mutwe and Twine in Case No. KMP SOUTH CPS CRB 803/2025. The two face a range of offences including incitement to violence, hate speech, malicious communication, and conspiracy to commit a felony targeting senior government and military officials.
According to the charges, Twine allegedly used social media to incite Mutwe to commit violence against President Yoweri Museveni and General Muhoozi Kainerugaba, the Chief of Defence Forces. Twine is also accused of making inflammatory statements against several top officials, including Deputy Speaker Thomas Tayebwa and General James Birungi, as well as making tribal-based hate remarks.
The joint charge against Mutwe and Twine Count 9 of the charge sheet accuses both men of conspiring to incite violence through digital communications between January 2024 and May 2025.
Noah Mutwe, and Twine had been reported missing for days before being produced in court.
