The Anti-Corruption Court has remanded city lawyer Akleo Migisha to prison on multiple charges including forgery, theft, and conspiracy to defraud the Uganda Nurses and Midwives Council (UNMC) of over Shs444 million.
Migisha, an advocate of the High Court, was arraigned on Friday afternoon following a joint operation involving the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP). He is expected to return to court on June 17, 2025.

Prosecution alleges that Migisha, together with several accomplices among them former magistrate Cissy Mudhasi engineered an elaborate scheme to siphon funds from the UNMC, the statutory body responsible for regulating Uganda’s nursing profession.
According to investigators, the suspects forged legal documents to obtain a fraudulent arbitral award, claiming that they had been contracted by the UNMC to develop a software and database application. They then alleged that the Council failed to fulfill its payment obligations, a claim that formed the basis for a fabricated court case.
The conspirators are said to have manipulated judicial processes to secure an irregular garnishee order, which they used to unlawfully access the Council’s bank account and steal over UGX 444.3 million.
Authorities say the matter has exposed deep-rooted collusion between rogue legal practitioners and former judicial officials. The dismissed magistrate, Cissy Mudhasi, is among those still under investigation, with more arrests expected as the probe widens.

The Anti-Corruption Unit has reaffirmed its commitment to pursuing legal action against individuals exploiting public institutions through fraud and collusion. In a post on X the unit emphasized that such schemes would be met with the full force of the law.
The case underscores growing concerns over fraudulent legal claims targeting public entities, as well as the need for heightened vigilance and accountability within Uganda’s judicial and professional systems.
