Top Lands Ministry Official In Gomba Charged in Shocking Land Fraud Scandal

Over 600 Acres of Madhvani Group Land Grabbed; Arrest Warrants Issued for More Suspects

The Acting Commissioner for Mapping and Surveys at the Ministry of Lands, Kakooza Jasper, and nine others have been charged before the Anti-Corruption Court over their alleged involvement in a fraudulent land title scheme targeting land owned by Madhvani Group Limited in Gomba District.

According to the State House Anti-Corruption Unit, working in coordination with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), the accused face multiple charges including abuse of office, forgery, fraudulent procurement of certificates of title, forcible entry a, nd detainer, destruction of growing plants, and conspiracy to commit both mimisdemeanorsnd felonies.

The group is accused of orchestrating a sophisticated scheme in 2024 to fraudulently create overlapping land titles on Freehold Register Volume (FRV) 60 Folio 4, land originally registered in 1955 in the name of Madhvani Group Ltd.

Others charged alongside Kakooza include:
1. Bassajjangabo Hakim – Senior Assistant Secretary, Kabulasoke Subcounty
2. Siwuliliza Andrew Sserunkuma – LC1 Chairman, Mpogo Village
3. Nakanwagi Gladys – Former Secretary, Gomba District Land Board
4. Hajji Kayongo Badru Ismail – Former Chairperson, Gomba District Land Board
5. Nuwahereza Allan Katakanya – Businessman
6. Mudenyi Gerald – Security Guard
7. Nabimanya David – Security Guard
8. Ssenoga Abdu – Casual Labourer
9. Kisenyi Harunah – Boda Boda Rider

They were remanded until April 30, 2025.

The group allegedly used a falsified boundary-opening exercise as cover to seize more than 600 acres of land in Musongole village, Mpenja subcounty. In the process, they reportedly destroyed vast tea plantations and over 540 acres of natural forest belonging to the Madhvani Group.

Warrants of arrest have also been issued for additional suspects, including the Deputy Resident District Commissioner (RDC) of Gomba, Sitenda Nicodemus Mugalu; physical planner Mugenyi Vincent; and businessman Fred Kirenga, who are still at large.

The State House Anti-Corruption Unit has vowed to pursue all those involved in the scam and bring them to justice, as part of its ongoing campaign to crack down on land fraud and abuse of public office.
