2,000 Wakiso Residents Win Relief as Minister Intervenes in Land Row

State Minister for Lands, Dr. Sam Mayanja, has ordered the arrest of a man accused of torturing and attempting to evict more than 2,000 residents from 91 acres of land in Mende Ward, Wakiso District.

The minister made the directive during a community meeting with residents of Buga Village, following complaints that a man identified as Kakuggu Silivano Tumwesigye had for years harassed them and claimed ownership of their land.

According to the residents, Kakuggu first appeared in 2010, alleging that he had purchased the land from a Buganda princess identified as Namukabya. The land in question is historically significant, as it is home to the tomb of Ssekabala Kagulu Tebukyeleke, the 20th King of Buganda.

Residents told the minister that Kakuggu had forced them to buy back their plots and threatened those who refused, with some reportedly assaulted and their crops destroyed.

Dr. Mayanja condemned the alleged harassment and educated residents about their land rights before directing them to resume using their land without fear.

“I have ordered that all residents must continue using their land. The title deed will be frozen as investigations continue into how it was obtained,” he said.

The minister also ordered the immediate arrest of Kakuggu Silivano Tumwesigye, accusing him of unlawfully acquiring the title to the 91-acre property.

Wakiso Resident District Commissioner (RDC) Justine Mbabazi assured residents that no one would be evicted, emphasizing that government was committed to protecting lawful occupants.

“With the minister’s intervention, no one will be chased away. You can go back to your homes without fear,” Mbabazi told the gathering.

Efforts to reach Kakuggu Silivano Tumwesigye for comment were unsuccessful, as his known phone numbers were switched off by press time.

The meeting brought relief to the affected families, many of whom have lived on the land for generations. The land is also culturally important to Buganda, with historical ties to past kings and royal heritage sites.
