The Permanent Secretary of the Ministry of ICT and National Guidance, Dr. Aminah Zawedde, has called on local government communication officers to embrace digital platforms as vital tools for engaging Uganda’s youthful and tech-savvy population.
Speaking to district and city communication officers, Dr. Zawedde said Uganda’s population is predominantly young, with an average age of about 16 years, and the majority are active on social media platforms such as WhatsApp, TikTok, Instagram, X (formerly Twitter), and YouTube.

She emphasized that government communicators must “speak to citizens where they are” by adopting modern, interactive, and relatable communication approaches. \
Dr. Zawedde revealed that Uganda has over 44 million mobile subscriptions and more than 10 million smartphone users, providing a significant opportunity for government agencies to share accurate information and promote national programs such as the Parish Development Model (PDM).
She further urged the officers to rely on facts when countering misinformation and to amplify local success stories that illustrate the government’s impact at the grassroots.
According to Dr. Zawedde, effective use of digital media will not only enhance public awareness of government programs but also strengthen trust and transparency between citizens and local authorities.
