Seven senior officers of the Uganda Peoples’ Defence Forces (UPDF) were formally documented on Tuesday 27th May at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, signaling the start of their transition into retirement later this year.

Chief of Joint Staff, Maj Gen Jack Bakasumba, praised the generals for their outstanding commitment and leadership, particularly in enhancing the force’s capacity and contributing to regional peace through missions such as the deployment in Somalia.

“These officers have played pivotal roles in shaping our military and promoting stability both at home and across borders,” Maj Gen Bakasumba noted.

Among those preparing to hang up their uniforms are Lt Gen Peter Elwelu; Maj Gens Hudson Mukasa, Francis Ben Okello, and George Igumba; along with Brig Gens John Byuma, Dominic Twesigomwe, and Augustine Kamyuka Kyazze.

Bakasumba emphasized that retirement is a natural and vital part of military career progression, allowing for the emergence of new leadership while preserving the institution’s legacy. He encouraged the departing officers to embrace this new chapter with dignity and to continue upholding the principles they lived by in service.

He also referenced the pending amendments to the UPDF Act (2005), which aim to strengthen veteran welfare through improved healthcare access, disability support, and ceremonial honors upon death.

Citing American biochemist Betty Sullivan, Bakasumba added, “There is a whole new kind of life ahead, full of experience, just waiting to happen. Some call it retirement, I call it bliss.”

Brig Gen James Kinalwa, who heads the Joint Staff Human Resource Management, advised the outgoing officers to prioritize their well-being and maintain the discipline that marked their military careers as they adjust to civilian life.

The documentation ceremony was attended by MODVA leadership, members of the UPDF legal team, and representatives from Veterans Legal Aid Clinics.
