The Deputy Resident District Commissioner (RDC) of Gomba, Vicent Mugenyi, has been charged and remanded to prison over his alleged involvement in a fraudulent land title scheme targeting land owned by the Madhvani Group Ltd.

Mugenyi was on Thursday arraigned before the Anti-Corruption Court in Kampala by the State House Anti-Corruption Unit, working in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP). He faces charges of forgery and fraudulent procurement of a certificate of title.
According to prosecution, between 2016 and 2017, while operating at the Mpigi lands office, Mugenyi forged an application to convert land from customary to freehold tenure. He is accused of fraudulently obtaining certificates of title in the names of various individuals for land located on FRV 60 Folio 4 in Gomba District.
The land in question belongs to the Madhvani Group, a prominent private investor in Uganda.
Mugenyi becomes the latest public official to be implicated in the case, joining Acting Commissioner for Mapping and Surveys, Kakooza Jasper, and nine others who were previously charged in connection with the same land fraud scheme.

The Deputy RDC has been remanded to Luzira Prison until June 5, 2025, when he is expected to return to court for further proceedings.
